Limit users' access to Design mode in NuGenesis LMS Smart Builder.

PROCEDURE
- Access to Smart Builder's Design mode is controlled by two access points:
- The presence of the metadata "Form Control Test", with a value of Y, on a document section
- The user's permission group – The user must belong to a permission group in LMS that has "Read-Write" or "Undelete" on the Templates program.
- Both access points must be available to the logged-in user in order for Design mode to be available in Smart Builder.
ADDITIONAL INFORMATION
Omitting the Form Control Test metadata, or setting it to N, is usually sufficient to block users from Design mode. However, users normally can modify the section metadata entries, including adding metadata such as "Form Control Test". It is important to set the Templates permission in the users' permission groups to No Rights or, at most, Read.
Another option is to design the form to write Form Control Test = N to the section metadata upon closure; however, this option would take effect only after a user opens and closes a section.
