ANSWER
It is no longer possible to copy data via Clipboard into an Excel section with Smart Builder active. That is a change that was implemented with LMS 8 SR2 HF6.
In some customer workflows this feature is necessary.
The are no workarounds for this issue at this time, other than not using Smart Builder for sections that must receive data pasted in from the clipboard.
