ANSWER
To obtain descriptions for System Policies for Empower systems, open the System Policies window from within Configuration Manager, and then press F1. This will bring up a help menu pertinent to the active window. At the bottom of the help window, click the link entitled "Setting Empower system policies". This will open a window that gives a description of each policy available for your Empower version.
