In Empower 3, Oracle database does not start because of error ORA-28056 - WKB83598

SYMPTOMS

• Oracle database does not complete the startup because of this error: USER (ospid: 2496): terminating the instance due to error 28056

ENVIRONMENT

• Empower 3 

CAUSE

The Oracle startup tries to write a record into the Event Viewer Application log, but either the Event Viewer service is not running or the log is full.

FIX or WORKAROUND

Either start the Windows Event Log service or clear the Application Event log.
