ANSWER
Any Oracle High Availability Architecture (HAA), requires separate Oracle licensing and administration. The customer is responsible for both obtaining the necessary licenses and the administration of the environment.

The HAA must be installed, configured, and licensed with the required Oracle licenses

It is the customer's responsibility to have the necessary expertise to deploy, configure and manage the HAA

The required Empower licenses, including base license, users, system control and other options, are activated on the primary node only.
