ANSWER
RAC, Dataguard, or RAC + Dataguard deployments, also called High Availability Architecture (HAA), require separate Oracle licensing and administration, which the customer must provide. See Enterprise HA license FAQ.
- The HAA must be installed, configured, and licensed with the required Oracle licenses first.
- It is the customers responsibility to have onsite expertise to deploy and manage the HAA
- The Empower Application is installed and licensed after the HAA is correctly configured and available.
- Empower HA license is no longer required for each replicate database.
- Typically HAA consists of a primary configuration and one or more replicate databases.
- The primary configuration receives all of the required Empower licenses, including base license, user and options.
- RAC only deployments do not require an Empower HA license.
- The HAA configuration including the failover settings are the customer responsibility. Empower has no settings for the failover and only requires the TNSNAMES.ORA to be correctly configured.
- Failover is managed by Oracle and the Oracle settings.
