Empower login error message erroneously states that there are 10000 active or disabled accounts on this server - WKB61652

SYMPTOMS

The following error message appears when you attempt to log in to Empower.

There are currently 10000 active or disabled user accounts on this server. 
This server is only licensed for 5 user accounts. 
Only user accounts with Administrator privilege will be allowed to logon and correct this problem. 

ENVIRONMENT

Empower 3 Personal Workstation

CAUSE

Undetermined Operating System and server issues resulting in corruption of one or more of the data files supporting the Empower Oracle database.

FIX or WORKAROUND

Resolve the server or OS issues and reinstall Empower.
