If you have Empower 2 Feature Release 5, you can go on the Waters licensing wizard (Start > All Programs > Empower > login ). Look at "Show Licenses".
In Empower 3, it is already an installed option. But to develop an application, you need to purchase the option. Contact your local sales rep.
