No, a view filter can be edited only by the filter user who created it. This is stated in the Help guide in the View Filters View Fields section.

The View Filters tab is available only when you use the Pro interface.
Access
All view filters are either public or private. A user who has the Make View Filter Public privilege can change access from private to public.
Filter User
Name of the user who created the view filter. A view filter can be edited only by the filter user who created it.
