CAUSE

Installation denied by system policy in Windows.

FIX or WORKAROUND

1. Confirm the value for the registry item "DisableMSI: at HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer"
2. Review this link for details on the available settings and impact.
3. If the registry looks good and you still have error when you mount the .iso file it mounts it to the E. If you copy the extracted files to the desktop or C: the install will work
