Go to the Windows Start menu on the workstation or server that hosts the Oracle Database for Empower.
Type Services and press Enter.
Right-click the Oracle EmpowerOracleXXTNSListener, select Restart, and wait until the status is Running.
Right-click the OracleServiceEMPOWER, select Restart, and wait until the status is Running.
Log in to Empower.
