ANSWER
No. As of Empower 3.8.1 there is no provision for specifying decimal values between 0 and 1 in the Minimum Area or Minimum Height fields in a processing method. Empower will round the decimal entry to either 0 or 1.

An enhancement request to enable this capability is documented as CRI-7357.
Workaround:
Use the table on the Integration tab to select "Set Minimum area" (and/or height) in the Type column. Specify the minimum or minimums in the Value column, which is three decimal places by default. This decimal precision can be adjusted by selecting the column: right-click header (Value) > column properties.
