CAUSE
The WatersService and Waters DHCP service are not disabled on the VDI servers.
FIX or WORKAROUND
Disable the WatersService and Waters DHCP service on VDI servers (as is required for Citrix).

Microsoft Virtual Desktop Infrastructure (VDI) is not officially tested with Empower.
