SYMPTOMS

• The PreConfiguration utility does not work
• The utility launches but cannot connect the instruments 
• Error appears when starting the Waters Agilent ICF Configuration service:
  • Error 1064: An exception occurred in the service when handling the control request when starting the Waters Agilent Configuration service in Windows
• .NET Framework 4.8 is installed
• Issue happens after upgrade to ICF 3.5

ENVIRONMENT

• Empower 3 Feature Release 4
• Agilent ICF Support Layer 3.5

CAUSE

The new installation of ICF 3.5 was not done correctly.

FIX or WORKAROUND

1. Uninstall Agilent ICF.
2. Log in as local admin.
3. Follow the installation instructions and reinstall.
