CAUSE
The client's tnsnames.ora has a typo in the service name at the beginning of the entries.
FIX or WORKAROUND
Correct the service name typo in the tnsnames.ora file (C:\Empower\Oracle\OracleXXXClient_X\network\admin) so it matches another working client's tnsnames.ora file.
ADDITIONAL INFORMATION
In some cases, "Empower 3" should be specified as "Empower3", with no space.
