ANSWER
Empower 3 FR5 and later support the following LDAP configurations.
1. Empower LDAP authentication over a non-encrypted channel on Port 389
2. Empower LDAP authentication over an encrypted channel on Port 636
3. Empower LDAP authentication over an encrypted channel using StartTLS on Port 389
ADDITIONAL INFORMATION
The Global Catalog ports may be used in lieu of the standard LDAP ports. Ports 389 and 3268 are equivalent, as are 636 and 3269.
